生态文明制度体系是由制度构成的一个相互配合、有机联系的整体。本文基于文献统计分析与实地调研咨询,从广义和狭义层面,分别对生态文明制度进行梳理。根据国家生态文明建设需求与省级层面实际情况,本文将广义的生态文明制度体系分为源头保护制度体系、损害赔偿与激励体系、追责考评制度体系和污染治理制度体系四大板块,并针对国家与省级重点生态文明制度,构建生态资源保护制度链与污染防治制度链。同时,对制度地位、制度衔接、相互关系及其优化选择进行分析,以提高环境管理效能,推进生态文明研究纵深发展。  相似文献

抗生素的大量使用和排放造成的环境污染和生态风险问题日益突出,抗生素排放量的估算是评价流域内抗生素污染程度的重要指标,但目前抗生素排放量估算方法尚不完善。本研究以梅江流域为例,建立了适合小流域尺度的典型抗生素排放量估算方法,计算了四环素类抗生素(TCs)向不同环境相的排放量并分析了其主要来源。结果表明:2016年梅江流域TCs排放量为8 558.1 kg,不同行政区抗生素排放量差异较大,其中梅江镇受人口密度及养殖密度影响,抗生素排放量最大,高达1 224.4 kg;同时流域内不同抗生素的排放量也有所不同,其大小顺序为强力霉素(DXC)土霉素(OTC)四环素(TC)金霉素(CTC);TCs受排放源、排放途径等因素影响,以进入环境水相及土壤相为主,其中进入水相中的抗生素主要来自人类及生猪粪便,进入土壤相中的抗生素主要来自生猪及三黄鸡粪便。梅江小流域抗生素具有潜在的生态风险,应加强抗生素使用管理。该研究为我国小尺度流域目标抗生素排放量的估算提供了十分有效的方法。  相似文献

采用物种敏感度排序法(SSR)对我国铅的淡水水生生物安全基准进行推导,并以太湖为例进行了流域水生生物安全基准推导。对于难以获得的本土生物毒性数据,开展了相应的毒性试验。获得了我国国家与太湖流域铅的水生生物安全基准值,基准最大浓度(CMC)分别为63.92、104.26μg·L-1,基准连续浓度(CCC)分别为1.21、4.06μg·L-1。同时,对我国主要河流以及太湖流域进行了铅的生态风险评价,联合概率曲线法显示影响5%水生生物种类的概率分别为66.22%和43.19%,熵值法则显示中国主要河流存在较大的铅暴露风险,因此,我国铅的潜在生态风险较大,主要河流与太湖流域存在铅污染问题。  相似文献

By rapidly modifying key habitat components, habitat restoration is at risk of producing attractive cues for animals without providing habitats of sufficient quality. As such, individual fitness components, such as reproduction, could be reduced and restored habitats could become ecological traps. This risk notably appears by using artificial constructions in restoration projects, yet few studies have evaluated their efficacy in a robust way. We investigated this by analyzing 154 islets that were created or restored to improve the conservation status of 7 colonial Laridae species in the South of France. From 2007 to 2016, we compared occupancy dynamics and breeding parameters of these species between the restored sites and 846 unmanaged nesting sites. We also explored species’ preference for different nesting site characteristics and their respective effect on breeding parameters. Restored nesting sites were 2–9 times as attractive as unmanaged sites for all species except the Black-headed Gull (Chroicocephalus ridibundus). Colonization probability was up to 100 times higher in sites already used by other species the previous year and increased with distance to the shore until >0.2 when distance was over 250 m. Abandonment probability was 29–70% lower when breeding was successful the previous year in all species except the Sandwich Tern (Thalasseus sandvicensis). Productivity and breeding success probability were 2 times higher on managed sites. Distance from the shore was an important attractive characteristic of artificial nesting sites in all species. Other nesting site characteristics had species-specific effects on colonization, abandonment, and breeding success. Our results indicate that managed nesting sites are successful conservation tools for colonial Laridae in the Mediterranean and do not act as ecological traps. Our study showed that testing the ecological trap hypothesis is a robust way to evaluate the success of restoration projects of breeding habitats.  相似文献

Understanding the connotation and principles of ecological compensation in water source reserve areas is the basis and guarantee for establishing and improving the ecological compensation mechanism of water source reserve areas. First, this paper reviews the three stages of ecological compensation research progress. Based on the review, using the theory of externality, the ecological environment system of water source reserve areas is then analyzed. This paper argues that the connotation of ecological compensation in water source reserve areas is a kind of institutional arrangement, which is designed to internalize externalities. Finally, based on the understanding of the connotation of ecological compensation in water source reserve areas, five principles for establishing and improving the ecological compensation mechanism are proposed, including the principle of fairness and justice, the principle of equivalence of equality and responsibility, the principle of flexibility and effectiveness, the principle of “earmark funds, and implementation by law,” and the principle of government compensation supplemented with market compensation.  相似文献

研究湖北省内部可持续发展的趋势,以2005年、2010年、2013年统计数据为基础,应用生态足迹分析法核算湖北省17个市(州、林区)在三个时间节点的生态足迹与生态承载力,对各地区生态足迹和生态盈亏状况从时间和空间上进行动态研究。研究结果表明:湖北省17个市(州、林区)的总生态足迹和人均生态足迹呈迅速增长趋势,其中中部地区增长最快;2005年生态赤字最为严重的地区集中于以武汉为代表的中东部,2013年生态赤字最为严重的地区集中于中西部,生态赤字空间分布的重心逐渐由东部向西部转移;6种生态生产性土地增长速度由快到慢依次是建筑用地、化石能源、草地、水域、林地和耕地,其中潜江、恩施、天门、仙桃、黄冈等地建筑用地生态足迹增速最快,十堰、鄂州、黄石、荆州、荆门等地则是水域生态足迹增速最快,草地、水域、化石能源用地和耕地的生态足迹增长共同决定各地区人均生态足迹的变化趋势。  相似文献

Many argue that monitoring conducted exclusively by scientists is insufficient to address ongoing environmental challenges. One solution entails the use of mobile digital devices in participatory monitoring (PM) programs. But how digital data entry affects programs with varying levels of stakeholder participation, from nonscientists collecting field data to nonscientists administering every step of a monitoring program, remains unclear. We reviewed the successes, in terms of management interventions and sustainability, of 107 monitoring programs described in the literature (hereafter programs) and compared these with case studies from our PM experiences in Australia, Canada, Ethiopia, Ghana, Greenland, and Vietnam (hereafter cases). Our literature review showed that participatory programs were less likely to use digital devices, and 2 of our 3 more participatory cases were also slow to adopt digital data entry. Programs that were participatory and used digital devices were more likely to report management actions, which was consistent with cases in Ethiopia, Greenland, and Australia. Programs engaging volunteers were more frequently reported as ongoing, but those involving digital data entry were less often sustained when data collectors were volunteers. For the Vietnamese and Canadian cases, sustainability was undermined by a mismatch in stakeholder objectives. In the Ghanaian case, complex field protocols diminished monitoring sustainability. Innovative technologies attract interest, but the foundation of effective participatory adaptive monitoring depends more on collaboratively defined questions, objectives, conceptual models, and monitoring approaches. When this foundation is built through effective partnerships, digital data entry can enable the collection of more data of higher quality. Without this foundation, or when implemented ineffectively or unnecessarily, digital data entry can be an additional expense that distracts from core monitoring objectives and undermines project sustainability. The appropriate role of digital data entry in PM likely depends more on the context in which it is used and less on the technology itself.  相似文献

Abstract: Concerns about pollinator declines have grown in recent years, yet the ability to detect changes in abundance, taxonomic richness, and composition of pollinator communities is hampered severely by the lack of data over space and time. Citizen scientists may be able to extend the spatial and temporal extent of pollinator monitoring programs. We developed a citizen‐science monitoring protocol in which we trained 13 citizen scientists to observe and classify floral visitors at the resolution of orders or super families (e.g., bee, wasp, fly) and at finer resolution within bees (superfamily Apoidea) only. We evaluated the protocol by comparing data collected simultaneously at 17 sites by citizen scientists (observational data set) and by professionals (specimen‐based data set). The sites differed with respect to the presence and age of hedgerows planted to improve habitat quality for pollinators. We found significant, positive correlations among the two data sets for higher level taxonomic composition, honey bee (Apis mellifera) abundance, non‐Apis bee abundance, bee richness, and bee community similarity. Results for both data sets also showed similar trends (or lack thereof) in these metrics among sites differing in the presence and age of hedgerows. Nevertheless, citizen scientists did not observe approximately half of the bee groups collected by professional scientists at the same sites. Thus, the utility of citizen‐science observational data may be restricted to detection of community‐level changes in abundance, richness, or similarity over space and time, and citizen‐science observations may not reliably reflect the abundance or frequency of occurrence of specific pollinator species or groups.  相似文献

为了解城市人工湖泊中多氯联苯(PCBs)的污染状况,利用GC/MS技术测定了滴水湖及其环湖水系沉积物、土壤中14种PCBs的含量,并对其分布特征、来源和生态风险进行了探讨与分析.结果表明,滴水湖及其环湖水系沉积物、周边农田土壤中Σ_(14)PCBs含量分别为0.65~16.41 ng·g~(-1)(以干重计)和0.47~1.27 ng·g~(-1),总体处于较低污染水平.但环湖水系表层沉积物高于湖区表层及柱样沉积物中PCBs含量,引水过程可能会对湖区造成污染.湖区沉积物中PCBs随深度增加而降低,表明自成湖以来湖区沉积物中PCBs有污染加剧的趋势.研究区沉积物、土壤中PCBs均以四氯联苯(Tetra-CBs)和五氯联苯(Penta-CBs)为主,分别占Σ_(14)PCBs的20.65%和67.12%,主要特征单体为PCB105、PCB118和PCB77.主成分分析(PCA)结果表明,PCBs主要来源于国产2号、1号PCB产品的使用残留、城市固废焚烧及煤、木材的燃烧排放.研究区沉积物及土壤中12种类二噁英类多氯联苯(DL-PCBs)的毒性当量浓度(TEQs)为0.01~79.40 pg·g~(-1),其中环湖水系及湖区表层沉积物有7个样点中DL-PCBs-TEQs超过了美国EPA沉积物质量指导值(ISQGs),可能对水生生物产生毒性影响,应当引起重视.  相似文献

为了研究水库生境扰动对藻类水华的作用机制,以中度扰动理论为基础,结合藻类群落生境选择学说和藻类生态功能组,开展了不同温度扰动周期、相同扰动幅度下藻类多样性变化特性和群落结构演替特征的室内控制实验.结果表明:1适度的扰动会促进藻类的生长且增加其多样性.中度扰动组Δ22℃/48 h藻类生物量最大,但多样性最高,不存在绝对占优藻种,而高频次扰动组Δ22℃/24 h生物多样性较小,但可降低藻类生物量.2温度的周期性变化对浮游藻类群落的演替有明显的影响,优势种也呈现一定的差异性.藻类优势功能组演替基本规律为:X_1(小球藻)→J(栅藻)→S_1(席藻)或X_2(衣藻),群落结构呈现出C/CR型藻类先行占优向R型演替的趋势.高温扰动频繁时,R型藻类(S_1)明显占优;无扰动或低扰动时,群落结构组成特点以C/R策略为主.适度的扰动组Δ22℃/48 h形成了多种生长策略的藻类共存的格局,且耐受高温胁迫的S策略藻类(L_0)开始出现.  相似文献
